Background
A transit development plan is a 10-year plan that provides a vision for transit in the community. Grand Forks – East Grand Forks’ transit development plan was most recently updated in 2017. Since 2017, CAT has implemented improvements from this plan including:
- System wide route changes starting in July 2018
- Relocation of the central transit hub from downtown to Grand Cities Mall, which improve bus travel times and reliability
- Route modifications in 2019 to account for low ridership
- Remodeling and expansion of the CAT Bus Facility
- Incorporation of UND campus bus services
- Integration of on-demand transit service in East Grand Forks
About the plan
The Transit Development Plan Update will outline recommendations to grow and improve Grand Forks – East Grand Forks’ Cities Area Transit (CAT) system over the next ten years. The plan will make short- and long-term recommendations for:

Integration of University of North Dakota (UND)
campus bus routes

Maintenance and growth
of CAT ridership

Transit fleet and
technology recommendations

New or improved fixed route, paratransit,
and Senior Rider services

Fare, pass, or transfer policy changes
to increase ridership or funding

Investments in capital improvements like buses,
bus stop enhancements, and support equipment

Support for existing and future CAT operations at transit
facilities such as Midtown Transit Center and Metro Transit Center
